On the 3 suggestions you made at the end:

#1 and #3 should happen. #2, not so much. Bail is a system for courts to hold on to something (money) in order to make the person come back to the court for their case. That's it. It is NOT meant to be a system to "hold" people, otherwise there would be no monetary requirement.

This is why we had bail reform: a lot of people were being held in jail for no reason other than they were poor. Rich dangerous criminals were able to walk without issue.

We need a different system, outside of bail, that does what you're proposing. But there CANNOT be a monetary aspect to it (aka, bail).
